Media Release - County honours Dan Borowec’s legacy upon his retirement, and welcomes Dwayne Campbell as Director of Economic Development & Planning

Cobourg, ON – December 20, 2024 – Northumberland County is honoring a distinguished leader as Director of Economic Development, Planning, and Strategic Initiatives, Dan Borowec, retires after more than three decades of transformative public service.
Dan has been a visionary force in rural economic development, not just in Northumberland but across Eastern Ontario. His leadership and innovation have driven initiatives that have shaped communities and enriched lives. Highlights of his legacy include spearheading the Eastern Ontario Development Program, securing funding to expand local broadband access, and establishing the Ontario Agri-Food Venture Centre in Colborne. As a tireless advocate for rural Ontario, Dan has helped secure millions of dollars in investments, benefiting generations to come.
“Dan’s dedication, strategic thinking, and compassion have made an indelible impact on Northumberland County and beyond,” says CAO Jennifer Moore. “He has been a mentor, a collaborator, and a visionary whose work has strengthened our community and enhanced countless lives. On behalf of the County, I extend our deepest gratitude to Dan and wish him happiness and fulfillment in his retirement.”
As Dan transitions into retirement as of January 3, 2025, Northumberland County is pleased to announce that Dwayne Campbell will step into the role of Director of Economic Development and Planning.
Dwayne joined Northumberland County in 2014 as Manager of Land Use Planning, where he played a key role in implementing the County’s first Official Plan. In 2024, he served as Acting Director of Economic Development and Planning, demonstrating strong leadership during the department’s transition. Dwayne brings a wealth of expertise in land use, development, and environmental conservation, supported by his Bachelor of Environmental Studies in Planning from the University of Waterloo and membership in the Ontario Professional Planners Institute and Canadian Institute of Planners.
Before joining the County, Dwayne worked for the Regional Municipality of Durham, implementing key provincial plans, such as the Oak Ridges Moraine Conservation Plan and the Greenbelt Plan. His extensive experience and strategic vision will be vital in advancing Northumberland County’s planning and economic development priorities.
The County looks forward to Dwayne’s leadership as the department continues to build on the strong foundation established by Dan, ensuring Northumberland County remains a thriving, vibrant community for residents and businesses alike.
